YouTube Watch Time Explained: How to Reach the Partner Program
What counts as public watch time, the Partner Program thresholds, and the video habits that add hours fastest — long-form, playlists and the right Shorts strategy.
Watch time is the currency of YouTube. It decides whether you can join the YouTube Partner Program (YPP), and it is one of the strongest signals YouTube uses when choosing which videos to recommend.
The Partner Program thresholds
To earn a share of ad revenue, a channel needs 1,000 subscribers plus either 4,000 valid public watch hours in the last 12 months or 10 million valid public Shorts views in the last 90 days. YouTube also offers a lower tier with access to fan-funding features (memberships, Super Thanks and similar) at smaller thresholds. Check YouTube's own YPP page before planning around the numbers — they change from time to time and vary by country.
What counts — and what does not
- Watch time on public long-form videos counts.
- Private, unlisted and deleted videos do not count, and hours from a video you delete are removed from the total.
- Views of Shorts in the Shorts feed count toward the Shorts views path, not the 4,000 hours.
- Live streams count once they are archived as public videos.
The window rolls: you need 4,000 hours in the last 12 months, so hours from 13 months ago drop off.
Five ways to add hours faster
- Make longer videos people finish. One 15-minute video at 50% retention earns as much watch time as five 3-minute videos fully watched. Long-form tutorials, breakdowns and compilations are reliable.
- Build playlists. Group videos into series and use playlists as the end screen. Autoplay into your next video is free watch time.
- Use Shorts as a trailer. Shorts are excellent for discovery. Link each one to a related long-form video so new viewers land where hours are earned.
- Fix the first 30 seconds. YouTube Studio's retention graph shows exactly where people leave. Most channels lose the most viewers in the intro.
- Go live. Streams of an hour or more add up quickly once archived — and they build a loyal core audience.

A note on shortcuts
YouTube reviews every channel before admitting it to YPP, and the content has to meet its policies whatever the numbers say. If you choose to support a launch with views, subscribers or watch hours, keep it gradual and pair it with genuinely watchable videos — that is what keeps a channel growing after the boost ends.
